The Birth of CPS

No ancient civilization considered child protection to be a governmental function[1]. Before CPS was founded, the Society for Cruelty to Animals responded to public outrage at a little girl about five years old being treated worse than an animal, haven been beaten with a leather whip, lacerated across the face with scissors, and was left daily in a dark room. This poor little girl, Mary Ellen was rescued, but not by CPS. The perpetrator was later brought to court and sentenced to a year in prison[2], again without today's CPS system. Over the years, CPS has been formed and grown as a reaction to public outrage over such unusual incidents.

Good Intentions Gone Awry

The good crusade to stop child abuse has turned into a futile effort to predict abuse before it happens. This is the Potential Risk Doctrine arose, based on fear that families might potentially abuse their children, and therefore present a risk. This was and is regularly presented as a problem to be alleviated. True cases of abuse are greatly publicized as having "slipped through the cracks", and used as excuses to secure ever greater funding for the growing organization. With large cash rewards for placing children in adoption authorized by Bill Clinton's ASFA initiative of 1997, this process has fueled a multi-billion dollar industry[3]. Now, according to an insider who "got tired of watching children and parents being victimized by CPS and left the agency", "CPS is the only organization that can rip families apart based on assumptions." This insider also reports that "Most of the time the allegations involve angry, feuding neighbors or ex spouses trying to gain custody of the kids[4]."

Alarming Statistics

According to statistics by the The National Center on Child Abuse and Neglect (NCCAN) in Washington, preserved by Connecticut DCF Watch, it has gotten so bad that "6.4 children die at the hands of the very agencies that are supposed to protect them and only 1.5 at the hands of parents per 100,000 children. CPS perpetrates more abuse, neglect, and sexual abuse and kills more children then parents in the United States." The NCAAN website presenting the data in Fig. 1. was removed as part of what seems to be a suspicious bureaucratic reorganization. Could this be part of a coverup of a federally funded multi billion dollar scam? Real children are regularly dying. The evil that transpired appears to be worse than the fate of Mary Ellen. It would seem better that the entire CPS organization be scrapped immediately.
